BotE is fastidious about saving games and limiting it. So I throw out any unnecessary ones. Now I wish I had saved more from the 300-400 time period and zipped them up.
When importing these, export your own saves as it will probably overwrite them. I'm fairly certain it saves 10 standard plus 10 autosaves.

The Terrans' empire fell so immediate two of their former members who abandoned them appealed to the Omega for treaties and fell on deaf ears.
14 inhabited sectors changed hands as two were colonized and 12 were subjugated.
This means I can apply 45% of intel points to sabotage of the Heyoun. They still have not declared war. Imagine if you are them and the Omega are crushing all without real resistance.
To comprehend this, the Omega have 1.43 million intel points and could apply 45% of that to the Heyoun and steal all their ships.
Sabotage continues on the ruined Khaoran and Rotharians who lack all ships and 10% for each keeps them squashed with inoperative space docks and military shipyards. I'll mop them up and by them maybe all the Heyoun armada will also be stolen.
The Omega gained 3.1 million and are maintaining at 31 million in spite of enormous infrastructure programs across the galaxy. They have 455 inhabited sectors and 36 memberships.

If you are the leader of a minor race and you know the Omega have totally crushed the Terrans who were powerful 20 turns prior and the Cartare. The Khaoran and Rotharians are defenseless. Would you abandon all membership and ask for Omega patronage through membership

I actually offered 5000 credits and membership to two minor races as I do not want more bloodshed. They refused. To me that is insanity.

The AI did not aggressively expand and so there are lots of fine sectors that the Omega are terraforming. That was noticeable since turn#300. The Omega have been actively terraforming since turn#1 and did not immediately build any other ships or even troops except transports for outposts/starbases and colony ships.
The most terraforming I ever did was a relaxing by comparison Omega sandbox game to turn #700. I forget how many inhabited sectors were colonized. There are many in process so the actual number of inhabited sectors will jump as they "mature" in that process.

I wonder how much in trillions were spent on the citizens? A colossal sum to be sure as they not only have the best of everything, but all special projects that the minor races wanted and excess food and everything powered up in excess in power in case of bombardment that did not happen once. They have the most astounding defenses money can buy.
There is no barely hanging on with domestic morale issues more than 3 turns and only during subjugation. I wish bribery worked, but it does not for the Omega. It would have saved hundreds of billions of lives.
Not once did I impose SuperTaxes. There are internment camps but only because they are part of playing as the Omega and I plan to mod that better. This is not a case of a suffering exploited people except for minds filled will the roots of plant parasites.

I do not think any AI can replicate that level of prosperity and security and if properly configured, on the middle up to the hardest difficulty, the AI empires will be immensely tough. If they ally and do a war pact against a single empire, you probably will lose.
The way you ordinarily balance that in wargaming are locked alliances. Otherwise every WW2 simulation would implode. Likely the best galactic war would be a 3 empires vs 3 empire match where somehow late sabotage is balanced. If the primary saboteurs ie the Cartare and Rotharians and Omega are all on one side, they will crush everyone.

On the highest difficulty, if I can set the demeanor of empires, it would be the most rigorous game to have a powerful empire versus 5 strong empires. Small blunders would add up and ruin any chance of victory and likely you would have a less than 20% chance of even surviving.

There is an immense armada at Lambrecht just gaining experience in turn #400. You could load that save and not do any sabotage and just conquer.
You could just terraform and defend and see what happens IF the bote.ini file can be modded.
You could stop terraforming and watch as the inept AI suddenly is profitable and gets active.
You could see how LARGE the Omega treasury gets and offer immense gifts even though paying large negative morale penalty and just slowly gain members, but the minor races backed others. You could eventually by attacking the majors and then watch the minors abandon memberships as happened with the Terrans.
I spent months trying to see how to best configure these advanced save games so they are open ended and players can try anything and not just follow what I think is best. Likely you all have fresh perspectives and see better ways to win. I just facilitated victory.
If BotE had a story with subplots and missions, it would be so much fun and so diverting to play as the benevolent Terrans and just help everybody. If there are 150 minors and 1600 sectors, those 150 don't need to be conquered. 300 inhabited sectors felt like plenty.
Like in the Aliens film, you could be space marines doing "bug hunts" and set the alien monsters really high and just go clobbering them.

Just pure conquering feels hollow as you as a human player can redesign immensely expensive starships where even a scout ship is a serious threat. And it does not matter as you had 30 million in the treasury and can totally afford invincible ships.
Once you intuit you are invincible, then you really have nothing to prove and don't need to conquer some other alien species. That would be like a hunter on a rampage and ERADICATING every mammal in the forest. He can't eat them all.

This is not historically accurate for the surrender of Jerusalem to Saladin by Balien of Ibelin, but BotE should have a varying surrender with terms so the other empires and minor races with all respect and justice surrender.

A mission based BotE would still gain sector territories through largely membership as mission objectives are short, mid, and long range goals. And these then can be done as special projects and if that can improve the demeanor of minor alien races, or even result in improved treaties between majors, then BotE becomes more like serialized sci-fi dramas with huge fan bases.
War will always happen. Something superior to gifts and bribes would be a vast improvement. It could be diplomacy based and more complex dialogue with larger exchanges versus merely 5000 credits. You would complete their special projects and maybe 10 more are added.
