Acquiring ready made minor race fleets

If you select a higher number of minor races, then more of these will show up, and some percentage have ready made fleets. Their fleets cannot attack you, but stay in their sector and defend them. If you fly into their sector, prepare to be crushed. Save your game frequently.
You also have a galaxy setting that sets the number of neighbors, so if you set it higher, than each major alien race will have far more minor alien races neightbors. One will automatically loathe you. It's not personal. You are right butt up against them and so it irritates them as you are considered a threat. Eventually even they will.come around.
There's a number that controls how the map will be generated (the seed). You might set the major races very high and see where the major races end up. Personally,unless the galaxy map is 40x40, there is insufficient room for six empires and straight away one empire is likely to get clobbered and severely weaken the one attacking them. That is a bad idea as it might be your major alien race that is affected. You may end up with little territory and bad range as you may be smack dab up against the edge of the galaxy. It's safer but less sectors.
Now early on you should be constantly scouting and this is especially important if many minor alien races are populating the sectors as they get better start positions. So you are desperately looking for colony sites both to generate income but resources too.
Likely your range will severely hamper your efforts and some scouts will stumble into fleets. Some will take mercy on you and not attack you.
You want to be on your best behavior and not attack even when you can as you initially are very weak and can't afford attrition.
You aim for good behavior and similar ethos and not bribing as it is too easy to offend your neighbors, and conducting favorable trade, and that leads to friendship.
Don't fly over their sectors as it pisses them off. It's wise to terraform their sectors when you have friendship as that is the fastest way to improve diplomatic relations at first.
That leads to a diplomatic stance of cooperation. That leads to alliances. Ideally you want minor alien races to suggest these. One turn you may suggest a better treaty and they refuse and laugh in your face or even are insulted,and then two turns later they offer an even better treaty! It's somewhat random, but clearly youractions have an effect.
Now the Terrans have a HUGE diplomatic advantage so they end up gaining members readily and may get several to want to be members and so gain their fleets. This makes playing against the Terrans a rotten idea for beginners.
It's expensive to take care of your colonized sectors and your new member minor alien races as they expect you to improve their sector.
The ones who will join have similar attributes so it's wise to study up on the alien races. I have made MANY topics on all of these aspects in far greater detail with BotE wiki references so all the information is in one topic.
